This is the mindset of almost everyone at every level now. Every individual who believes their rights are granted by the State is saying the same thing on a personal level. Choosing "safety" (read: convenience) over liberty. Choosing to be owned. Not that you don't already know this. Interesting demonstration of how it scales up. Fractal slavery.
It's amazing how programmed progressives are, even if they are relatively or even highly intelligent people it doesn't matter...they accept the updated daily gospels handed to them by the corporate press. In the end she only knows what she is supposed to support, the United States and others bullying and threatening other countries to do what a globalist organization wants so that it can obtain power over smaller entities.
The main approach to these progressives (communists) is to take over large institutions to more easily gain control over everything under them. Claire knows the goal even if she doesn't consciously think about it in that regard.
Strong programming of street level progressives like Claire is key, I am convinced the people guiding the programming do understand the larger picture.

.... Furthermore isolationist countries seem to have several benefits: see Switzerland -your money is safe with us ;)- or North Korea -leave us the fuck alone- two extreme that really speak to me.
